Delhi EV policy 2.0: 95% vehicles registered in Delhi will be electric by 2027

Outlining a roadmap to boost the city’s transition towards electric vehicles, the Delhi government has released EV policy 2.0 aiming to make 95% of new vehicles registered in the city electric by 2027, according to the Delhi Transport Ministry.

Under the new policy, electric vehicles (EVs) will gradually replace all CNG autorickshaws, taxis, and light commercial vehicles. The government has also committed to a complete switch to electric buses to guarantee a sustainable public transportation system.

Purchase incentives for electric two-wheelers, three-wheelers, e-light commercial vehicles (e-LCVs), and e-trucks are proposed by the policy.

Incentives for retrofitting and discarding internal combustion engine (ICE) vehicles are also included in order to promote the transition to electric vehicles.

The government intends to mandate charging stations in new buildings and public areas and install additional public charging stations to strengthen infrastructure.

The statement says fast-charging lanes would be built beside major routes, such as the Ring Road and Outer Ring Road, and that capital subsidies will be given for private and semi-public charging stations.

Green levies, pollution cess, and aggregator license fees will be used to pay incentives through the establishment of a special State EV Fund. In order to assure compliance, the strategy also adopts more stringent regulatory measures and emphasizes fleet electrification for commercial transportation.

With ambitions to create jobs in EV sales, servicing, finance, and battery management, the strategy also places a strong emphasis on skill development and job creation. Training programs for EV drivers and mechanics will be developed in partnership with the Delhi Skill & Entrepreneurship University (DSEU).

It states that a Delhi Clean Mobility Centre (DCMC) will be set up to supervise the implementation of the policy, track developments, and spearhead the city’s shift to an all-electric transportation system.

The former Aam Aadmi Party (AAP) government implemented the Delhi Electric Vehicles (EV) Policy, 2020 to encourage the capital’s adoption of EVs. However, it ended on August 8, 2024.

Since then, it has been extended several times, the most recent one ending on March 31, 2024.

The existing framework is anticipated to be replaced by the proposed Delhi EV Policy 2.0, which offers a long-term plan to hasten the capital’s transition to electric vehicles.
